can kvm really limit the resource well ?

Hi,in shared hosting server,even install cloudlinux,it seems when certain account use much resource,it will still make the server load higher,even i modify it's limit as lower.about the vps,openvz can only install linux,and kvm support both linux and windows,i want to ask when certain use much resource,no matter cpu,ram,or bandwidth,can the system/node can still limit it well without make the entire server load higher Read the entire article at the source link... ttgt
